






Recently, the Nanchang Municipal People's Government Office issued a notice on the action plan for building an advanced manufacturing cluster for the automotive and parts industry in Nanchang.
The document emphasizes attracting and nurturing enterprises in the supply chain. Efforts will be intensified to attract businesses, dynamically optimize and update the "Four Diagrams and Five Lists" of the industry chain, and target key segments such as complete vehicle manufacturers, EVs, intelligent connected vehicles, energy-efficient vehicles, hydrogen fuel cell vehicles, and automotive manufacturing equipment to strengthen, extend, and supplement the industrial chain, addressing weaknesses. The cultivation of key enterprises will be enhanced by establishing a priority cultivation list and adopting tailored policies to support leading key enterprises in scaling up, fostering a group of anchor enterprises.
Vigorously develop NEVs. Leveraging Nanchang's industrial chain and brand advantages, the city will actively promote NEVs, supporting multiple technological pathways including pure electric, plug-in hybrid, extended-range hybrid, and fuel cell vehicles, while accelerating product upgrades and diversified development. The adoption of NEVs will be expedited, promoting electrification in public sectors such as official, taxi, and logistics vehicles. The construction of charging infrastructure networks will be accelerated to establish a citywide, scientifically distributed, and fully visible "integrated charging network." Pilot work will be conducted to address gaps in charging and battery swapping facilities in counties, encouraging enterprises to build hydrogen refueling infrastructure, thereby creating a favorable environment for NEV usage. By 2027, the city aims to achieve an annual NEV production of 250,000 units.
Support enterprises in tackling key technologies such as hybrid drive systems, hydrogen internal combustion engines, fuel cell engines, and high-performance diesel engines, while proactively laying the groundwork for fundamental research and exploring the integration of the automotive industry with the low-altitude economy and embodied intelligence. The city strives to implement 3-5 municipal-level key R&D projects annually.
Support major projects. Adhering to the principle of "project priority," the focus will be on attracting large-scale investments. For projects in key segments of the industrial chain—such as EVs, hybrid vehicles, intelligent connected vehicles, energy-efficient vehicles, hydrogen fuel cell vehicles, and automotive manufacturing equipment—with investments of 500 million yuan or more, tiered rewards will be provided to the respective districts based on project specifics to support project completion and operation.

Action Plan for Building an Advanced Manufacturing Cluster of Automobiles and Parts in Nanchang City
In order to thoroughly implement the spirit of the "1269" Action Plan for the Modernization of Key Industry Chains in the Manufacturing Sector of Jiangxi Province (2023-2026) and the "8810" Action Plan for the Modernization of Key Industry Chains in the Manufacturing Sector of Nanchang City (2023-2026), promote the high-quality development of the automotive industry, and formulate this action plan in light of the actual situation in Nanchang City.
I. General Requirements
(I) Guiding Ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th CPC National Congress, deepen the implementation of the spirit of General Secretary Xi Jinping's important speech during his inspection of Jiangxi, focus on the goal of "taking the lead, striving for excellence, and demonstrating competence", comprehensively and accurately implement the new development philosophy, build on existing strengths and unique advantages, target the development directions of electrification, connectivity, intelligence, and sharing, strengthen the leading role of the provincial capital and regional collaboration, collaboration between industry chains and industrial clusters, and collaboration between complete vehicles and parts, adhere to the equal importance of innovation-driven development and market application, further strengthen the industry chain, improve the supply chain, optimize the innovation chain, expand the service chain, cultivate and develop new momentum, enhance the resilience and competitiveness of the industry chain and supply chain, and achieve reasonable growth in quantity and effective improvement in quality.
(II) Development Goals
Taking Nanchang County (Xiaolan Economic Development Zone) and Nanchang Economic Development Zone as the core development areas, and Xinjian District and High-tech Zone as the collaborative development areas, we will construct an industrial layout of "dual-core leading and two-wing collaboration", and transform the Nanchang automotive industry cluster into an advanced manufacturing cluster with obvious industrial advantages, advanced manufacturing capabilities, strong collaborative innovation capabilities, aggregation of high-quality elements, efficient governance mechanisms, and open cooperation.
——Steady improvement in industrial scale. By 2027, we aim to achieve a breakthrough in the operating revenue of enterprises above designated size in the automotive industry, exceeding 150 billion yuan, with an average annual growth rate of over 20%; the automotive production will reach 800,000 units, with an average annual growth rate of around 19%, including 250,000 units of NEVs, achieving a steady increase in the market share of commercial vehicles and rapid growth in the scale of passenger vehicles and NEVs.
——Significant improvement in industrial support. By 2027, we aim to add over 60 new enterprises above designated size in the automotive industry, with the operating revenue of the automotive parts industry above designated size reaching 70 billion yuan, and establish a highly competitive automotive parts cluster in China with a reasonable structure and a complete range of products.
——Significant enhancement in innovation capabilities. By 2027, we aim to further optimize the automotive industry ecosystem and innovation system, achieve breakthroughs in key generic technology research, and make substantive progress in the construction of national-level automotive R&D and detection public platforms and industrialization development platforms.
—Enhanced Product Global Expansion Capabilities. By 2027, the annual export of complete vehicles and KD kits is expected to exceed 250,000 units (sets), with an average annual growth rate of 25%. A global vehicle export base will be established, achieving initial progress in transitioning to high-value chain segments such as brand and technology exports.
II. Key Tasks
(I) Strengthening Cluster Competitiveness to Build a Nationally Competitive Automotive City
1. Expanding Automakers. Further promote the development of automakers through alliances with large enterprises, deepen strategic collaborations with leading domestic and overseas automakers and emerging EV manufacturers in areas such as asset restructuring, capacity cooperation, and toll processing conversion. Efforts will focus on revitalizing existing resources, qualifications, and capacity to enhance production and sales scale. Automakers are encouraged to innovate and iterate new vehicle models through development and introduction, improving product competitiveness. By 2027, annual vehicle production is targeted to reach 800,000 units. 2. Attracting and Nurturing Chain Enterprises. Intensify enterprise recruitment efforts, dynamically optimize the "Four Maps and Five Lists" of the industry chain, and target key segments such as automakers, EVs, intelligent connected vehicles, energy-efficient vehicles, hydrogen fuel cell vehicles, and automotive manufacturing equipment to strengthen, extend, and supplement the chain, addressing weaknesses. Strengthen the cultivation of chain-leading enterprises by establishing a key cultivation list and providing tailored support to key enterprises to help them grow. Leverage the role of chain-leading enterprises to promote business-led and chain-based investment, attracting upstream and downstream enterprises or supporting projects. Aim to add over 20 automotive and parts enterprises above the designated size annually. 3. Advancing Project Construction. Uphold the principle of "project priority," establish a key project coordination mechanism, and provide full-process services covering preliminary preparation, construction commencement, continuation and completion, commissioning, and efficiency attainment. Enhance land support for automotive clusters, ensuring land supply for major industrial projects in the automotive industry. Improve supporting infrastructure such as electricity, heating, water, gas, transportation, and logistics, with synchronized planning, design, and construction. Accelerate the construction of major projects like the light commercial vehicle electric drive axle project and the automotive electronics and NEV battery R&D and production project to achieve full production at the earliest. Strive to implement 20 key projects annually with a total investment of 50 million yuan or above. (II) Promote Intelligent and Electric Transformation, Build a Multi-Track Parallel Development Pattern
4. Vigorously Develop NEVs. Leveraging Nanchang's industry chain and brand advantages, vigorously develop NEVs, support the development of multiple technical routes such as pure electric, plug-in hybrid, extended-range hybrid, and fuel cell, and accelerate product upgrading and systematic development. Accelerate the promotion and application of NEVs, promote the electrification of public sector vehicles such as official, taxi, and logistics vehicles. Accelerate the construction of a charging infrastructure network, building a city-wide scientifically distributed and fully visible "charging network." Carry out pilot work to address shortcomings in county-level charging and battery swapping facilities, encourage enterprises to build hydrogen refueling infrastructure, and create a favorable environment for NEV use. Support automakers in accelerating intelligent and connected transformation, speed up the R&D and production of intelligent and connected vehicles, and promote the application for intelligent and connected vehicle access and road pilot programs. Implement digital transformation and upgrading of road infrastructure, conduct road tests and demonstration applications of intelligent and connected vehicles with safety as a prerequisite. By 2027, strive to open over 500 kilometers of intelligent and connected roads city-wide. 6. Continuously Enhance the New Four Modernizations Business of Parts. Led by automakers, drive the intelligent and electric transformation of supporting parts enterprises, increasing the proportion of new four modernizations business. Focus on key areas such as autonomous driving, smart cockpits, core systems, new-type electronic and electrical architectures, and solid-state batteries, introduce and cultivate a group of enterprises with strong independent innovation capabilities, and address the shortcomings in the NEV industry chain. (III) Strengthen Industry Chain Resilience, Build a Regional Automotive Parts Supporting Center
7. Strengthen Upstream and Downstream Collaboration. Encourage cooperation between automakers and parts enterprises, equipment manufacturers and equipment users, conduct multi-level industry chain matchmaking, guide internal professional division of labor and horizontal supporting collaboration, promote the alignment of upstream and downstream supply and demand, mutual sharing of resources and elements, and strong synergy in products and services, improving the coordination of the automotive industry chain. We will focus on clustered development and accelerate the establishment of the light commercial vehicle, passenger vehicle, and parts industry cluster in Xiaolan Economic Development Zone, the NEV and parts industry cluster in the Economic Development Zone, the specialty automotive parts industry cluster in Xinjian District, and the automotive electronics industry cluster in the High-tech Zone. 8. Promote regional collaboration. We encourage enterprises to actively integrate into the upstream and downstream supply chain systems both domestically and overseas, focusing on connecting the four key links of vehicle and parts production, distribution, circulation, and sales to achieve the "going global" of parts supporting. We will strengthen regional collaboration in the industry chain with Ganjiang New Area, Fuzhou, and Xiushui in Jiujiang in areas such as vehicle production, parts, equipment, and molds to further optimize the industrial layout. We encourage enterprises within the region to establish R&D and promotion centers in Nanchang to achieve industrial complementarity and strive to cultivate the "Nanchang-Fuzhou Automotive Industry Corridor" into a national-level advanced manufacturing industry cluster. 9. Implement digital transformation and equipment upgrades. We encourage enterprises to apply new-generation information technologies such as the Internet of Things, big data, and artificial intelligence to digitize product, manufacturing, sales, and service processes, conduct digital diagnostics, and establish a number of "digital production lines," "digital workshops," and "digital factories." We encourage enterprises to increase investment in technological transformation, accelerate the replacement of outdated and inefficient equipment, and gradually achieve intelligent production processes and smart control systems. We will guide leading enterprises in the automotive industry chain to drive the digital, networked, and intelligent development of supply chain enterprises, achieving a "chain-style" digital transformation. By 2027, we aim to implement a cumulative total of 200 digital transformation projects, 100 technological transformation projects with a total investment of over 5 million yuan, and establish 10 smart factories at the provincial level or above. (IV) Deepen the innovation-driven strategy and enhance the self-development momentum of the industry chain
10. Enhance enterprise R&D capabilities. We will emphasize and strengthen the role of enterprises as the main body of innovation, cultivating and identifying a number of technology-based small and medium-sized enterprises, high-tech enterprises, and specialized and innovative enterprises in the automotive industry. By 2027, we aim to have no less than 120 technology-based small and medium-sized enterprises, no less than 20 new high-tech enterprises, and no less than 30 new specialized and innovative enterprises in the automotive industry across the city. We will organize experts from both inside and outside the province, as well as doctors from universities and research institutions stationed in Nanchang, to provide technology services to enterprises. Each year, we will select no less than 20 doctoral candidates to serve enterprises, helping enterprises identify no less than 60 technology, talent, and project needs. We will strengthen the recruitment, cultivation, and recognition of high-level talents in the automotive industry, improve the environment for attracting and retaining talents, and empower enterprise innovation. 11. Promote the research and development of key generic technologies. Implement municipal key R&D plan projects in depth, focusing on the R&D of NEVs, intelligent connected vehicles, and core parts, with a particular emphasis on addressing key technological challenges that constrain enterprise development, such as high-performance power batteries and thermal management, recycling and utilization, vehicle performance optimization and lightweighting, intelligent connectivity, and autonomous driving. Support enterprises in conducting research on key technologies such as hybrid drive systems, hydrogen internal combustion engines and fuel cell engines, and high-performance diesel engines. Proactively plan basic and frontier research, and explore the integrated development of the automotive industry with the low-altitude economy and embodied intelligence. Strive to implement 3-5 municipal key R&D plan projects each year. (Responsible entities: Municipal Science and Technology Bureau, Municipal Industry and Information Technology Bureau)
12. Accelerate the construction of innovation platforms. Relying on industry chain technology innovation consortia, collaborate with industry chain enterprises to conduct technological research and development, and cultivate a batch of R&D platforms. Promote leading enterprises to establish major innovation platforms such as provincial-level manufacturing innovation centers, and construct a "primary-municipal-provincial-national" R&D institution system in a tiered manner. Promote the quality improvement and efficiency enhancement of existing innovation platforms, encourage engineering technology research centers to transform into technology innovation centers, support enterprises in integrating R&D platforms, and guide enterprises to retain high-level platforms. By 2027, strive to cumulatively establish 30 new municipal-level or above R&D platforms, including 1 provincial-level manufacturing innovation center. (V) Enhance open cooperation capabilities and support enterprises in exploring overseas markets
13. Strengthen automotive brand building. Lead the high-quality development of the industry through brand building, leverage Nanchang's brand advantages in niche areas, and expand the overall brand influence of Nanchang-made vehicles and parts. Encourage Nanchang's automotive, NEV, and parts enterprises to enhance industry influence and recognition through exhibitions, competitions, marketing, and other dimensions, and promote independent brands. Strengthen the recruitment and cultivation of high-end talents in brand marketing and overseas expansion for automotive enterprises to support their brand building efforts. 14. Support enterprises in expanding exports. Guide financial institutions to support automotive enterprises in conducting foreign trade businesses through products such as export financing guarantees and credit letters. Support enterprises in participating in professional automotive exhibitions both domestically and internationally, as well as the China Import and Export Fair, to explore emerging markets along the "Belt and Road" and drive the export of complete vehicles and parts. Support overseas product development and certification, assist provincial enterprises in actively expanding the scale of used car exports, parts exports, parallel vehicle imports, and explore new growth points such as NEV-related product imports/exports, intelligent automotive service trade, technology trade, cross-border e-commerce, and overseas warehouses. (6) Improve the Industrial Development Ecosystem and Strengthen Factor Support Systems
15. Enhance Financial Capital Support. Leverage the amplifying effect of fiscal funds and industrial funds, encourage leading enterprises to establish automotive industry innovation joint funds, and collaborate with industrial guidance funds to support forward-looking automotive technology R&D. Through capital-driven investment promotion, aim to attract over 10 enterprises in key automotive and NEV sectors. Encourage financial institutions to prioritize credit lines and provide credit-based financing support. Further utilize risk compensation guarantee funds for policy-based credit products, and encourage insurers to offer more risk coverage in areas like production safety and export credit. Deepen supply chain financial services, and encourage leasing companies to provide direct equipment financing for NEV manufacturers. (Responsible units: Municipal Party Committee Financial Office)
16. Improve Cluster Service Capabilities. Foster cluster development organizations to precisely guide cluster growth, provide professional services, and facilitate communication, government-enterprise collaboration, joint innovation, open cooperation, and self-regulation. Leverage industry associations for self-discipline, training, and branding, and conduct activities such as group standard-setting, business model promotion, and investment attraction. Accelerate the introduction and cultivation of high-level public service platforms across the entire industry chain—from R&D and design to production, sales, and maintenance—to offer testing, calibration, certification, and intellectual property protection services. By 2027, add four public service platforms, including one at the national level. Promote the "dual-system, work-integrated learning" talent development model, and establish modern industrial colleges through school-enterprise collaboration to cultivate high-quality professionals. By 2027, strive to launch five joint industrial college projects. Accelerate the improvement of automotive financial services, diversify offerings, and encourage financial institutions to increase support for automotive consumer credit. Support the development of the automotive aftermarket, including automotive logistics, auto finance and insurance systems, informatization of used car transactions, auto sales and after-sales services, and automotive financial leasing. Establish a comprehensive green recycling service system, support enterprises in R&D of products with good disassembly and recyclability, and carry out pilot demonstrations for the recycling and utilization of NEV power batteries. In light of the characteristics of the automotive industry in Xiaolan Economic Development Zone, actively foster the "automobile+" cultural tourism industry. III. Support Policies
(I) Enhancing Cluster Strength
1. Support the cultivation of whole vehicle enterprises. For projects involving the development, introduction, or conversion to advanced new car models by whole vehicle enterprises, tiered rewards will be given to the districts where the enterprises are located based on actual circumstances; for whole vehicle projects implementing integration, mergers, and strategic cooperation with well-known domestic and overseas leading automakers and new EV forces, tiered rewards will be provided to the districts where the enterprises are located to support the development of whole vehicle enterprises. 2. Support major project construction. Adhering to the principle that "projects are key," priority is given to attracting large and strong investments. For key link projects in the industry chain such as electric vehicles, hybrid vehicles, intelligent connected vehicles, energy-saving vehicles, hydrogen fuel cell vehicles, and automotive manufacturing equipment, with an investment scale of 500 million yuan (inclusive) or more, tiered rewards will be given to the districts where the enterprises are located based on the actual situation of the project, to support the completion and operation of the projects. 3. Support the construction of the industry chain ecosystem. For auto parts enterprises, a reward of 5% of the contract execution amount, up to a maximum of 100,000 yuan, will be given for each newly supported whole vehicle enterprise, with a maximum limit of 5 million yuan per enterprise; for NEV and intelligent connected vehicle parts enterprises, a reward of 5% of the contract execution amount, up to a maximum of 200,000 yuan, will be given for each newly supported whole vehicle enterprise, with a maximum limit of 10 million yuan per enterprise. For automotive manufacturing equipment enterprises, a reward of 5% of the contract execution amount, up to a maximum of 200,000 yuan, will be given for each newly supported whole vehicle and parts enterprise, with a maximum limit of 10 million yuan per enterprise. (II) Promoting Industrial Optimization and Upgrading
4. Support the development of NEVs by enterprises. For enterprises whose annual sales revenue from NEVs, NEV gearboxes, hybrid engines, fuel cell engines, and "three-electric" key components such as power batteries, vehicle drive motors, and electronic controls increases by more than 30 million yuan compared to the previous year, a reward of 1% of the annual sales revenue will be given, with a maximum limit of 5 million yuan per enterprise annually. 5. Support for enterprise technological transformation. For technological transformation projects with planned investment of 5 million yuan or more by enterprises that align with industrial policy guidance, a subsidy of up to 5 million yuan will be provided, equivalent to 10% of the annual invoice amount for software and hardware equipment purchases. 6. Support for enterprise digital upgrading. Enterprises that receive titles such as National Excellent-Level Intelligent Factory or Jiangxi Provincial Advanced-Level Intelligent Factory will be granted one-time rewards of 2 million yuan and 1 million yuan respectively, with progressive rewards for upgrades. Enterprises that pass the national integration of informationization and industrialization management system standards, digital transformation maturity standards, and industrial internet platform standards will be granted one-time rewards of up to 300,000 yuan based on their certificate levels, with progressive rewards for upgrades. Enterprises that build "5G+Smart Factories" and implement digital and intelligent transformations will be granted a 50% subsidy based on their software, hardware, and equipment investments, with a maximum subsidy of 5 million yuan per project. Support will be provided to manufacturing enterprises to fully leverage their "leading effect" and drive collaborative transformations among their supply chain enterprises, with rewards and subsidies of up to 2 million yuan per enterprise based on the number and quality of upgraded enterprises. (III) Support for Enhancing Innovation Capabilities
7. Support for enterprise R&D investment. Utilize the post-R&D investment subsidy policy to provide post-R&D subsidies of up to 10 million yuan to enterprises engaged in R&D innovation. Support enterprises in the NEV field to undertake municipal-level major science and technology projects, with each project receiving support of 1-2 million yuan. 8. Support for innovation platform construction. Provide funding support of 5 million yuan to national engineering research centers, national enterprise technology centers, national key laboratories, national technology innovation centers, national manufacturing innovation centers, and national industrial design centers approved in our city. Provide funding support of 500,000 yuan to provincial engineering research centers, provincial enterprise technology centers, provincial key laboratories, provincial technology innovation centers, provincial manufacturing innovation centers, and provincial industrial design centers approved in our city. Provide funding support of up to 1 million yuan to municipal-level innovation platforms that are approved for establishment and receive excellent evaluations. Provide funding support of 100,000 yuan to industrial enterprises that establish primary R&D institutions after being recognized, and gradually promote the widespread establishment of R&D institutions among industrial enterprises with annual revenues exceeding 50 million yuan. 9. Support for intelligent connected vehicle testing and demonstration. The municipal finance will allocate funds to ensure the working expenses of third-party institutions for intelligent connected vehicle road testing and demonstration applications, with a maximum annual allocation of 2 million yuan. Counties and districts (development zones, Wanli Administrative Bureau) that support the opening of test roads or areas for infrastructure adjustment and optimization will receive a 50% financial subsidy for their hardware, software, and equipment investments (excluding road construction investments) within their jurisdictions, with a maximum subsidy of 5 million yuan. (IV) Support for Service Capacity Enhancement
10. Support for Cluster Service Capacity Enhancement. Upon successful creation of a provincial-level advanced manufacturing cluster, organizations promoting cluster development, industrial alliances, and provincial-level manufacturing innovation centers will receive a one-time reward of no more than 2 million yuan. 11. Support for the Construction and Operation of Supporting Platforms. Improve the inspection and testing service system, and provide a one-time reward of 1 million yuan to recognized national automotive inspection and testing centers. Support the operation of local NEV supervision platforms, and provide operational support to provincial-recognized local NEV supervision platforms, with a maximum annual support of 300,000 yuan per platform. (V) Support for Openness Capacity Enhancement
12. Support for Enterprise Brand Promotion. Provide a 50% subsidy for booth fees to automotive and parts enterprises participating in auto shows in domestic and overseas cities, with a maximum annual subsidy of 2 million yuan per enterprise. Provide a 50% subsidy for activity expenses to chain leader enterprises holding national dealer conferences and supplier conferences, with a maximum annual subsidy of 1 million yuan per enterprise. For enterprises that introduce and cultivate out-of-town enterprises into scale-above industrial enterprises through the above activities, reward the event organizers at a rate of 500,000 yuan per enterprise. (VI) Support for Green System Construction
13. Launch pilot projects for the recycling of NEV power batteries. Provide rewards of no more than 30% based on the fixed asset investment of pilot demonstration projects for the second-life application and disassembly recycling of used power batteries by enterprises, with a maximum reward of 5 million yuan per enterprise. IV. Safeguard Measures
(I) Strengthen Organizational Leadership. Leverage the guiding role of Party building to empower the development of the automotive industry chain with the "Party building chain." The Office of the Chain Leader for the Municipal Automotive and Equipment Industry Chain will coordinate, organize, and advance relevant work. The Municipal State-owned Assets Supervision and Administration Commission and the Municipal Bureau of Industry and Information Technology will strengthen scheduling, guide enterprises to make good use of policies and measures, and promptly report on the development of the municipal automotive and equipment industry chain. All departments at various levels across the city shall strictly implement their respective responsibilities, effectively establish efficient operational mechanisms and collaborative efforts to ensure the thorough implementation of this action plan.
(II) Strengthening Financial Support. Expedite the formulation of detailed implementation rules for this action plan, coordinate existing municipal-level special fiscal funds, and increase support for the development of the automotive industry. The municipal funds required for Clause 7 and Clause 8 under the policy support section of this plan—specifically the provisions supporting "engineering research centers, key laboratories, and technological innovation centers"—shall be allocated from the municipal special funds for scientific and technological development. The funds required for Clause 10 shall be allocated from the provincial-level special funds for advanced manufacturing clusters. The municipal funds required for the remaining clauses shall be allocated from the municipal special funds for supporting manufacturing development. Except for Clauses 1, 2, and 9, which shall be fully borne by the municipal government, the funds for other clauses shall, in principle, be shared between the municipal and county (district) governments in accordance with the current fiscal system.
(III) Enhancing Safety Production. Strictly enforce the primary responsibility of producers, the comprehensive regulatory responsibility of emergency management, the territorial supervision responsibility, the industry-specific regulatory responsibilities of departments such as housing and urban-rural development and fire safety, the industry oversight responsibilities of departments such as industry and information technology, and the enterprise oversight responsibilities of the State-owned Assets Supervision and Administration Commission. Strengthen safety production and fire safety management to prevent major and above-level production safety accidents and fire incidents.
(IV) Ensuring Policy Implementation. This action plan shall come into effect on August 16, 2025, and remain valid until December 31, 2027. The "Notice of the Nanchang Municipal People's Government Office on Issuing the Implementation Opinions on Promoting the High-Quality Development of the Automotive and NEV Industry" (Hongfubanfa [2022] No. 147) shall be repealed simultaneously. Policy fulfillment before December 31, 2024, shall still be executed in accordance with the aforementioned notice. Where this action plan overlaps with other municipal support policies, the principle of "preferential, higher, and non-repetitive" shall apply. All localities and departments shall establish policy guidance systems to provide precise guidance, services, and implementation of enterprise-friendly policies, ensuring that all incentive funds are effectively allocated and utilized.
